常山县药物灭螺承包责任制绩效评估

目的探索山丘地区复杂环境灭螺新模式,为制定灭螺对策提供科学依据。方法由政府主导实施血防灭螺承包责任制,灭螺结束后对当季灭螺质量进行评估,第二年春季对近期灭螺效果进行评估。结果实施灭螺承包责任制后,钉螺面积下降率从承包前的53.4%上升至承包后的100%,螺点压缩率从54.6%上升到100%。灭螺所需投入从2.03元/m2下降至0.69元/m2,灭螺成本从3.73元/m2下降至0.75元/m2,灭螺工效从承包前的12.0m2/工上升至承包后的36.7m2/工。灭螺药物每年使用量从7.50t下降到3.20t,下降了57.3%。群众血防灭螺承包责任制知晓率和认可率均为92.5%。结论实施血防灭螺承包责任制后,山丘地区复杂环境灭螺资金使用绩效、灭螺质量、灭螺工效得到大幅度提高,节约了灭螺药物。 Objective To explore a new mode of molluscicide in complex environment in the hills and provide a scientific basis for the formulation of measures to control molluscs. Methods The government led the implementation of the responsibility system for prevention and control of snail diseases. After the end of snail molluscs, the quality of snail control was evaluated. In the following spring, the snail-killing effects were evaluated. Results After implementing the responsibility system of snail-screwing, the area of ​​snail snail decreased from 53.4% ​​before the contract to 100% after the contract, and the compression ratio of the snail rose from 54.6% to 100%. The cost of snail reduction decreased from 2.03 yuan / m2 to 0.69 yuan / m2, the cost of snail decreased from 3.73 yuan / m2 to 0.75 yuan / m2, and the snail work efficiency increased from 12.0m2 / work before the contract to 36.7m2 after the contract /work. The annual consumption of snail drugs decreased from 7.50t to 3.20t, a decrease of 57.3%. Crowd blood prevention and snail contracting responsibility system awareness and recognition rate was 92.5%. Conclusion After implementation of the responsibility system for the prevention and control of snailing and snailing diseases, the performance of snailing funds in the complex environment in the hills and areas, the quality of snailing and the efficiency of snail-killing are greatly improved, and the snail-killing drugs are saved.
