In constructing China's strategic diplomatic configuration,we often stress that major power relations are critical,the surrounding areas are the policy priorities,developing countries are the foundation,and the multilateral relations are important arena".After the CPC 18th National Congress,"public diplomacy" and "global governance" were also defmed as the new orientation in China's diplomatic efforts.In designing China's diplomatic strategy,we have always considered the major powers and surrounding areas to be our diplomatic priority.The reality is the same.In fact,China's current diplomacy is facing two major problems:one is the mutual strategic suspicion between hegemonic America and the PRC after China's emergence as the "number two" power in the world;the other is the increasing disputes between China and its neighboring countries over recent years.In terms of the importance and urgency of the diplomatic decision-making,the Sino-U.S.relationship as a global strategic bilateral relationship is very important in nature,but this problem is a long-term strategic mutual trust issue.Comparatively speaking,it is more critical and urgent for China to resolve the problems that it has with its neighbors.Accordingly,China has recently shifted more attention and diplomatic efforts to the surrounding areas.No doubt,a strategic move such as this has its theoretical and practical reasons.
