五、社会保障各个项目行政的相对集中 在社会保障的行政方面,也存在着一个集中还是分散的问题。从表4可以看出,与经办权的分散不同,社会保障的行政明显具有相对集中的特点。在建有四个项目的43个国家和地区中,实行统一行政的有9个,占21%,而经办权实行大统一的只占6%。实行三个项目相对统一的有23例(8+9+10+11),占51%,而经办只占23%。四个项目行政的大统一和相对统一占了72%,只有28%的国家和地区在行政上采取相对比较分散的办法,由同一机构管理两项目,但没有一个国家或地区采取完全分散的办法。经办权则正好相反,统一和相对统一的只占29%,其余71%是分散的。
