我厅自1985年起事业单位合同制工人、聘任制干部开始推行养老保险,经过多年的努力,参加养老保险的范围逐步扩大,参保人员越来越多,以养老保险为主体的社会保障框架正在逐步形成。那么参加养老保险到底给单位和个人带来什么变化?存在的问题又该如何解决?带着这些疑问,2001年我们组织对厅属事业单位社会养老保险现状、存在问题及应当采取的措施等进行了调研。
