改革开放二十多年来,我国高等学校哲学社会科学学报快速发展,不仅数量有较大增加,而且整体质量也有明显提高,不少刊物形成了自己的品牌和特色;在及时反映高等学校教学科研成果,促进学科建设和学术人才的成长,繁荣发展我国哲学社会科学事业和推动社会主义物质文明、政治文明和精神文明建设中发挥了重要作用。目前,我国的改革开放和社会主义现代化建设进入了一个新的历史发展时期。经济社会和科技教育的快速发展以及加入世界贸易组织的挑战,为哲学社会科学的研究提出了一系列重大的课题和更高的要求。江泽民同志总揽全局,于2001年8月7日、2002年4月28日和7月16日先后三次就哲学社会科学发表了重要讲话,内涵丰富,论述精辟,是繁荣发展我国哲学社会科学的理论纲领和行动纲领。为更好地贯彻落实江泽民同志“7.1”重要讲话和“5.31”重要精神,以及关于发展繁荣哲学社会科学的“8.7”、“4.28”、“7.16”三次重要讲话精神,进一步加强和改进高等学校哲学社会科学学报工作,不断提高学报的办刊水平,特提出如下意见。
Since the reform and opening up to the outside world for more than 20 years, the philosophy and social science journals of higher education in our country have been developing rapidly. Not only the quantity has greatly increased but also the overall quality has also been obviously improved. Many publications have formed their own brands and characteristics. Achievements and promote the discipline construction and the growth of academic talent, prosperity and development of China’s philosophy and social sciences and promote socialist material civilization, political civilization and spiritual civilization has played an important role. At present, China’s reform and opening up and socialist modernization have entered a new historical period of development. The rapid development of economy, social science and technology education and the challenge of joining the World Trade Organization put forward a series of major issues and higher requirements for the study of philosophy and social sciences. Comrade Jiang Zemin took the overall situation into consideration. On August 7, 2001, April 28, 2002 and July 16, 2002, Comrade Jiang Zemin delivered three important speeches on philosophy and social sciences, which are rich in connotations and elaborate. They are the theory of prospering and developing China’s philosophy and social sciences Program and Program of Action.
