以保障空中交通管制工作连续性为目标,针对重大灾害时所有空管指挥场所和主/备用设备受损的危急情况,从不同管制地区的实际管制方式出发,根据空中交通管制最低保障需要,建立应急移动指挥平台.通过分析所选设备的性能特点,提出设备的最优选址动态解法.采用组合优化的方法,给出空管应急移动指挥平台的配置方案.该方案对于提高空管系统的服务能力,保证民航系统的正常运行具有重大的现实意义.
