On the eve of the Spring Festival, reform of the first-level institutions in Hubei’s cities and prefectures is drawing near the conclusion. This institutional reform, municipal and state construction systems bear the brunt. First, institutional settings change. The original Construction Commission was withdrawn, replaced by the Bureau of Construction, Planning Bureau, City Authority and other functional bureau. Second, changes in affiliation.
