近年来土地资源紧缺和生态环境破坏促使人们日益关注棕地问题。棕地问题不仅仅涉及地块自身改造问题,还受到周边环境及相关规划等多种因素的影响。2014年国家提出“多规融合”规划理念,棕地属于城市用地的一部分,同时棕地再利用受到多方条件的制约和影响,因此棕地再利用过程中更应注重“多规融合”思想。本文在“多规融合”理念的基础上,通过分析不同尺度上棕地再利用涉及的相关规划,提出棕地再利用的制约和促进因素,并基于此提出棕地再利用方向评价的指标体系,总结出棕地再利用4大类(政策因素、社会因素、经济因素、地块自身及环境因素)和29小类评价指标。最后通过实际案例运用层次分析法及模糊综合评价法对“多规融合”下的具体棕地——长春市拖拉机厂地块再利用方向进行验证性评价。
In recent years, the shortage of land resources and the destruction of ecological environment have prompted people to pay more and more attention to the problem of brownfields. The problem of brownfield land is not only related to the problem of land reform, but also influenced by many factors such as surrounding environment and related planning. In 2014, the state put forward the concept of “multi-regulation integration”. Brownfields are part of the urban land use. Meanwhile, the reuse of brownfields is constrained and influenced by various conditions. Therefore, more attention should be paid to “ ”thought. Based on the concept of “multi-regulation integration”, this paper puts forward the restriction and promotion factors of brownfield reuse by analyzing the related planning of brownfield reuse on different scales and proposes the evaluation of the direction of brownfield reuse Index system, summed up the four major categories of brownfield reuse (policy factors, social factors, economic factors, land itself and environmental factors) and 29 sub-categories of evaluation indicators. Finally, through the practical case, the method of AHP and fuzzy comprehensive evaluation is used to evaluate the reusability of the specific brownfield-Changchun tractor plant land under “multi-system integration”.
