亚速尔群岛是跨大西洋交通的重要枢纽。美国在二战中借机驻军,并在战后与葡萄牙进行多次谈判,终于确定并巩固了在亚速尔群岛的长期军事存在。在这一过程中,美国运用其对战后安排的巨大权力,在领土处置、地区安全、政治地位、国家主权等几方面的问题上部分满足了葡萄牙的需求。美国在亚速尔群岛的军事基地权利就是建立在这一基础之上。但另一方面,美国作出的所有让步也都有一定的限度和条件。葡萄牙之所以同意美国驻军,并非出于自身利益得到保障的确信,而更多地是作为大西洋国家发展对美关系的需要。
Azores is an important hub for transatlantic traffic. The United States took the opportunity to garrison troops in World War II and held numerous negotiations with Portugal after the war, finally confirming and consolidating the long-term military presence in the Azores. In this process, the United States has used its tremendous power to post-war arrangements to partially meet the needs of Portugal in areas such as territorial disposal, regional security, political status and state sovereignty. It is on this basis that the United States has the right to military bases in the Azores. On the other hand, all concessions made by the United States also have certain limits and conditions. The reason why Portugal agrees that the United States troops are stationed in the United States is not a conviction for their own interests but rather a requirement for the Atlantic countries to develop their relations with the United States.
