2001棉花年度,是国务院决定进一步深化棉花流通体制改革的第一年,也是农发行政策性贷款从商品棉经营领域逐步退出的过渡年。这一年里棉花信贷管理工作的成功与否,将直接关系农发行政策性信贷资产的安全,关系农发行收购资金封闭管理的成败,甚至关系农发行自身改革和发展的前程。研究深化棉改给收购资金封闭管理带来的影响,深入分析棉花信贷风险,对农发行做好2001棉花年度信贷工作具有极为重要的意义。今年7月份召开的全国棉花工作会议,明确提出了深化棉花流通体制改革的指导思想,研究部署了2001棉花年度的棉花工作。会议确定进一步深化棉花流通体制改革的主要内容是“一放,二分,三加强,走产业化经营的路子”。
