实体企业是供给侧改革的重要主体,降低实体企业成本是推进供给侧结构性改革的一大关键点。特别是在经济下行压力持续加大的大背景下,企业的经营困难既表现为市场需求低迷、产品价格下跌造成的盈利区间收窄,还表现为较高的交易成本、人工成本、物流成本和较重的税费负担造成的利润损耗。价格“天花板”和成本“地板”的双重挤压,使很多企业成本压力居高不下,经营发展举步维艰。为了有效缓解实体经济困难、助推企业转型升级,党中央、国务院做出了降低实体经济企业成本的重要决策部署,印发了《降低实体经济企业成本工作方案》,自治区党委政府也做出了系列部署,专门出台了《深入推进供给侧结构性改革着力做好降成本工作实施方案》,制定了8个方面49条政策措施,这对于有效应对当前经济下行压力、增强经济可持续发展能力具有重要意义。我市认真落实中央和自治区降成本系列政策措施,结合本地区实际,多措并举为企业降本减负,对于增强企业发展活力、稳定经济增长、培育发展新动能等方面都具有重要的现实意义。为此,课题组选择本市三次产业中较有代表性的28户实体企业,进行生产经营成本问卷调查,有针对性提出企业“降成本”的若干建议,以期为政府决策提供参考,助力全市经济社会发展。 Entity enterprises are the main body of supply-side reform.
