本文对北京市公共教育支出进行实证研究。首先,以受教育年限为标准计算教育基尼系数,测度北京市教育公平程度。然后,运用层次分析法,按照“4E”原则,设计北京市公共教育支出具体评价指标及各权重大小。在进行数据处理后,对北京市公共教育支出各指标评分,进行绩效评价。最后,针对评价结果提出相应对策建议。
This paper conducts an empirical research on public education expenditure in Beijing. First of all, take the length of education as the standard to calculate the Gini coefficient of education and measure the degree of education fairness in Beijing. Then, using the analytic hierarchy process and according to the principle of “4E ”, we design the specific evaluation index and the weight of public expenditure on education in Beijing. After data processing, the index of public education expenditure in Beijing is scored and the performance is evaluated. Finally, we put forward corresponding countermeasures and suggestions for the evaluation results.
