似乎是赶集一样,热热闹闹的“零距离”、“零首付”等等众多面目各色的“零”词组纷纷出演时,美国也不甘寂寞,去年年底也炒了一把“零关税”,在世贸组织召开的市场准入谈判小组会议上,美国正式向世贸组织成员提交了在2015年以前分两个阶段逐步取消所有工业品和消费品关税的提案。此提案一出,各国反应不一,但没有人等闲视之——作为世界经济的龙头,美国的提案无论通过与否,都有份量。何况,2005年以后,美国甚至可能在自家单独操练“零关税”,这对产品出口美国占不小份额的中国企业来说,应当引起重视。
