过去台湾地区能依据不同的经济发展阶段的需要,采取了具有弹性科技与产业发展策略,让台湾地区在半导体产业、影像显示产业和网络通讯产业等产业的发展上取得重要的地位,并维系台湾地区经济于不坠。借此优势,台湾地区将2002年定为数字产业发展元年。历经十多年的发展,已成为台湾地区经济和产业结构转型的重要支柱。总产值由2008年的4 004亿元①,提升至2013年的7 305亿元,年复合成长率高达12.84%。厂商家数则由2 350家微幅提升到2 450家,年复合成长率仅为0.89%,显示营业规模明显扩大。数字内容产业产值来自行动通讯上网的成长,对动画、游戏和影音的需求增加,带动数字内容产业产值成长。台湾地区数字内容产业的发展呈现不均衡的态势,超过五成的厂商集中在高雄市、台北市、台南市、新北市和台中市。数字内容产业分为数字游戏、计算机动画、数字学习、数字影音、数字出版与典藏五个主要产业,以及行动应用服务、网络服务及内容软件三大关联产业。其中计算机动画、数字学习、数字影音、行动应用服务和网络服务,每年的产值都维持稳定的成长。然而,面对竞争激烈的环境,台湾地区拥有丰富的文化和创新能力,却无法充分运用于创造数位内容附加价值。最后,台湾地区数字内容产业仍以内需为主,需仰赖新兴通路之拓展,亟待各界共同努力。
In the past, Taiwan was able to adopt a strategy of flexible technology and industrial development based on the needs of different stages of economic development so that Taiwan could play an important role in the development of industries such as the semiconductor industry, video display industry and network communication industry, and maintain Taiwan’s Regional economy does not fall. Taking this advantage, Taiwan will set 2002 as the first year of digital industry development. After more than a decade of development, it has become an important pillar of the economic and industrial restructuring in Taiwan. Gross output value increased from 4 00.4 billion yuan in 2008 to 73.5 billion yuan in 2013 with a compound annual growth rate of 12.84%. The number of manufacturers increased slightly from 2 350 to 2 450, with a compound annual growth rate of only 0.89%, indicating a significant expansion of business scale. The output value of digital content industry has come from the growth of mobile Internet and the demand for animation, games and audio-visual products has increased, driving the output growth of the digital content industry. The development of the digital content industry in Taiwan presents an unbalanced trend. Over 50% of the manufacturers are concentrated in Kaohsiung, Taipei, Tainan, Taipei and Taichung. Digital content industry is divided into digital games, computer animation, digital learning, digital audio and video, digital publishing and collection five major industries, as well as mobile application services, network services and content software three related industries. Among them, computer animation, digital learning, digital audio and video, mobile application services and internet services have maintained a steady annual output growth. However, in the face of a highly competitive environment, Taiwan has a wealth of cultural and innovation abilities that can not be fully utilized to create digital content added value. Finally, the digital content industry in Taiwan is still dominated by domestic demand and needs to rely on the expansion of emerging channels. It is urgent for all circles to work together.
