1997年6月全国刑侦改革以来,安徽省各级公安机关按照公安部和省厅党委的部署,求真务实,开拓创新,不断加强和改进刑侦工作,取得了显著成绩。十年来,全省刑侦队伍不断壮大,刑侦工作体制和运行机制不断优化,侦查破案和执法办案水平明显提高,刑侦队伍建设和管理逐步规范,刑侦专业化、正规化建设水平大幅提升。回顾十年的改革历程,虽历经艰难,但由于全省上下坚持不懈,使得全省刑侦工作逐步走出了困境,步入良性发展的轨道。与十年前相比,安徽刑侦工作和刑侦队伍建设发生了六个方面可喜变化:
Since the national criminal investigation reform took place in June 1997, the public security organs at all levels in Anhui Province have achieved remarkable successes in their pragmatic, pioneering and innovative endeavors to continuously strengthen and improve criminal investigation in accordance with the arrangements made by the Ministry of Public Security and the party committees under the ministries and commissions. In the past ten years, the number of criminal investigation teams in the province has been continuously expanding; the system and operating mechanism of criminal investigation have been continuously optimized; the levels of investigation, detection and law enforcement have risen significantly; the construction and management of criminal investigation teams have been gradually standardized; the criminal investigation has been professionalized and the standardization level has risen dramatically. Recalling the ten-year reform process, though it has gone through hardships, the province’s criminal investigation work has gradually stepped out of its predicament and entered the track of sound development as a result of its perseverance throughout the province.
