在2002年9月召开的全国再就业工作会议上,国务院领导对杭州市构建社区劳动保障工作平台的经验给予了充分肯定。杭州市从2000年开始,着手建立劳动保障工作街道管理站和社区服务室,每个街道核定5名事业编制,每个社区配备1名专职人员,经费由市、区财政各解决50%;场地由街道社区提供,目前已基本形成了市、区、街道、社区四级工作网络,下岗失业人员不出社区就可以得到相应的就业和社会保障服务。建立健全街道、社区劳动保障服务平台,承担起下岗职工、失业人员、企业退休人员的社会化管理和服务工作,使劳动保障服务建立在街道、社区工作的基础上。只有这样,才能将促进下岗失业人员再就业的各项工作落到实处。
At the National Reemployment Work Conference held in September 2002, the leaders of the State Council fully affirmed the experience of Hangzhou in building a community work security platform. Starting from 2000, Hangzhou started to set up a labor and social security work street management station and a community service center. Each street has approved 5 business establishment and each community has 1 full-time staff. The funds are 50% and 50% of the municipal and district finances respectively. Venues Provided by the street community, at present, the four levels of work networks in cities, districts, streets and communities have basically been formed. Unemployed laid-off workers can obtain employment and social security services without leaving the community. Establish and improve the service platform for labor and social security in streets and communities and assume the socialized management and service work of laid-off workers, unemployed persons and retirees from enterprises so that the labor security service can be built on the basis of street and community work. Only in this way can all the efforts to promote the reemployment of laid-off workers be implemented.
