按照国家有关规定,社保机构承办下岗职工基本养老保险业务工作,但由于下岗职工具有难预测、不稳定及增减频繁等特点,在处理其业务时往往与在职职工既有的规范化、电算化管理模式互相掣肘、产生矛盾。笔者对安徽省安庆市调查后认为,调整和规范下岗职工养老个人帐户管理业务规程,理顺基金征缴体制,已成为当前解决两类人员(在职职工和下岗职工)基本养老保险业务处理中诸多问题的当务之急。
