从能源总量自给率、油气自给率、煤炭自给率等3个方面对我国的能源安全进行了系统评价,重点分析了油气自给率低导致的能源供应风险。之后分析了以煤为主的能源消费导致的环境问题以及我国的能源效率,认为环境和能效也是能源安全应该关注的重要方面。并提出了做好煤炭深加工规划,创建碳捕集与封存产业链,加大油气勘探开发力度以及发展新能源产业的路径设计与政策建议。
This paper systematically evaluates China’s energy security from three aspects: total energy self-sufficiency rate, self-sufficiency rate of oil and gas, self-sufficiency rate of coal and so on. It mainly analyzes the risk of energy supply caused by the low self-sufficiency rate of oil and gas. Afterwards, it analyzes the environmental problems caused by the coal-based energy consumption and the energy efficiency in our country. It is considered that the environment and energy efficiency are also the important aspects that energy security should pay attention to. And put forward the path design and policy suggestion of planning the deep processing of coal, establishing the industrial chain of carbon capture and storage, strengthening the exploration and development of oil and gas, and developing the new energy industry.
