党的十六大召开以后,全国各地贯彻国务院八部委关于国有大中型企业主辅分离、辅业改制、分流安置富余人员方针的步伐明显加快,新一轮的国企改制高潮正在全国蓬勃兴起。建筑行业的国有企业也不例外,纷纷展开了辅业改制分流的策划工作。在新一轮的国企改制浪潮中,国有建筑企业首先要确定改制的目标,如果改制目标仅仅停留在主辅分离、辅业改制上,而不对整个企业从产权制度上进行大刀阔斧的、带根本性的改革,重构企业的产权制度,切实建立起适应市场经济要求的现代企业制度和经营机制,其结果就有可能因改制不到位而导致改而无效。
