岫岩县前营公社大营大队是个山区队,全大队河谷平地占总耕地面积的三分之二,几乎都是大平小不平,并夹杂着旱垄道、沙包地和石子地,土层薄,不抗旱,不保水,粮食产量不高不稳。为了落实华主席提出的到1980年要实现一人一亩旱涝保收高产稳产田的号召,他们大搞农田基本建设,在治理河谷平地时,以治理病包地为主,抓紧平整土地,使之旱能灌,涝能排,实现方田化、水利化和机耕系列化。他们的做法是:
