THE HISTORICAL REASON FOR ESTABLISHING A UNIFIED VOCATIONAL EDUCATION AND TRAINING SYSTEM Australian Vocational Education and Training The Institute of Technical Workers, Mining Schools and Workers’ Colleges, established in the mid-1800s, focused on developing the skills of the Australian workforce. For nearly 100 years training and institutional coverage has been rather narrow, targeting mainly men who work full time in trade-related industries.
