党的十八大报告对我国人大工作提出新要求,重点是完善全口径预决算的审批监督。党的报告对人大全方位加强对政府资金的监督是第一次,引起强烈的社会反响。国家的一切权力属于人民,此举也是人民当家作主的实现形式之一。完善全口径预决算的审批监督是党对人大工作提出的新的高要求。本文通过对当前预决算审批监督的现状和不足进行分析,提出完善人大全口径预决算审批监督的建议,有一定现实意义。
The 18th National Congress of the Communist Party of China made a new request for the work of the NPC of our country, with the focus on perfecting the examination and approval of the budget of the entire budget. It is the first time that the party’s report has intensified the supervision over government funds by the NPC in general and has caused strong social repercussions. All the power of the state belongs to the people. This move is also one of the forms that the people are the masters of their own affairs. To improve the examination and approval of all budgetary accounts is the new high demand the party put forward on the work of the NPC. This article analyzes the status quo and shortcomings of the current budgetary appraisal supervision and approval, and puts forward some suggestions on how to improve the supervision and approval of the budgetary appropriation of the people’s congress.
