受北京市科学技术委员会委托,由中国智密区研究所主持,邀请中国科学院、中国科学技术协会、北京大学及北京市新技术产业开发试验区办公室等单位参加组成课题组,对北京市新技术产业开发试验区的近千家企业进行了调查研究,分析比较,目的是从我国国情出发,与实践结合,促进新技术产业向集团化、基地化、国际化发展。调查研究的结果形成了总报告及关于产权形式,企业行为和企业内部管理机制的三个分报告。国务院已决定,全国还将陆续成立26个试验区。总结北京试验区成立三年来的经验、存在问题和可能的解决途径,对其它试验区的创立和发展将是有益的。本刊将摘要发表上述三个分报告。本期刊载的《北京市新技术企业的行为研究》一文,由何国祥、阮祖启执笔,参加分课题研究的有赵文彦(中国智密区研究所所长),何国祥,阮祖启,吕春燕(北京科学研究中心研究生),郭建荣(北京理工大学),刘焕亮(中国科学院管理干部学院讲师),冯树祥(中科院数理化学局),李铁儒(中国智密区研究所,高级工程师)。
Entrusted by the Beijing Municipal Science and Technology Commission and presided over by the China Institute of Intellectual Research, the Chinese Academy of Sciences, the China Association for Science and Technology, Peking University and the Beijing New Technology Industry Development and Experimental Zone Office were invited to participate in the formation of a new task group for Beijing Municipality. Nearly a thousand enterprises in the industrial development pilot area have conducted investigations and studies. The purpose of the analysis and comparison is to proceed from the national conditions of our country and integrate it with practice to promote the development of new technology industries toward group, base, and internationalization. The results of the investigation and research formed a total report and three sub-reports on the forms of property rights, corporate behavior, and internal management mechanisms of the company. The State Council has decided that 26 pilot zones will be established in the country. Summarizing the experience, existing problems and possible solutions for the establishment of the Beijing Pilot Zone over the past three years will be beneficial to the creation and development of other pilot zones. The journal will publish the above summary reports. The article “Behavior Research of Beijing New Technology Enterprises” published in this issue was written by He Guoxiang and Qi Zuqi.
