近年来,约谈企业负责人在不少地方已经相当普遍,并且正逐渐成为基层环境执法重要的辅助措施与程序补充。《环境监察办法》第三章“环境监察工作”第二十五条规定:“企业事业单位严重污染环境或者造成严重生态破坏的,环境保护主管部门或者环境监察机构可以约谈单位负责人,督促其限期整改。”环境执法实践证明,约谈企业负责人对于查处环境违法行为、打击环境犯罪,进而推动存在环境问题整改、改善区域环境质量具有一定的积极意
