科举革废所带来的另面影响,加之新式教育并未取得预期的效果,致使清末民初不断有人提出恢复科举。这其中既有传统士绅黄运藩和李灼华,也包括曾经激烈批判科举制的新学巨匠梁启超,留学生程树德也加入此中。复科举主张在当时产生了一定的影响,但也招致了力主废科举者的强烈反对,从而引起了一场论争。
