单位工程管理是施工企业实行承包责任制的重要内容。全国施工工作会议指出,全面学习“鲁布革”工程管理经验,改革施工企业管理机制,做到投资省,工期短,质量高,效益好。“鲁布革”是国家把计划指导下的竞争原则运用到施工上的成功经验,也是工程项目管理的样板。在重点建设项目实行招标制、施工企业实行投标承包经营责任制的形势下,把管理工作的重点转到工程项目的管理上来,切实加强单位工程管理,是客观形势的必然要求,也是当务之急。
Unit project management is an important part of the construction company’s implementation of the contract responsibility system. The National Construction Work Conference pointed out that a comprehensive study of the “Lubuge” project management experience, the reform of the construction enterprise management mechanism, to achieve investment province, short construction period, high quality and good efficiency. “Lubuge” is the successful experience of applying the competition principle under the guidance of the plan to the construction, as well as a model of project management. Under the situation that key construction projects implement the bidding system and construction companies implement the bidding contract management responsibility system, the focus of the management work will be transferred to the management of the project projects. Practically strengthening unit project management is an inevitable requirement of the objective situation, and it is also an urgent task.
