开展国库现金管理对于降低政府融资成本、增加商业银行流动性和强化政府调控能力具有十分重要的意义。近年来,河北省始终高度重视国库现金管理,不断完善工作制度,健全运作机制,并积极探索库底目标余额管理,为实施加强和规范国库现金管理打下了坚实基础。2016年4月,财政部、中国人民银行确定河北省为2016年地方国库现金管理试点地区。5月,河北省财政厅会同人民银行石家庄中心支行制发了省级国库现金管理实施细则,从6月初开始已顺利完成3期操作,运作资金800亿元。
Carrying out treasury cash management is of great significance for reducing the government financing cost, increasing the liquidity of commercial banks and strengthening the government regulation and control ability. In recent years, Hebei Province has always attached great importance to treasury cash management, continuously improved the working system and perfected its operational mechanism. It also actively explored the management of the target balance at the end of the treasury so as to lay a solid foundation for the implementation of strengthening and standardizing treasury cash management. In April 2016, the Ministry of Finance and the People’s Bank of China decided that Hebei Province will be the pilot area for local state treasury cash management in 2016. In May, Hebei Provincial Department of Finance, in conjunction with the Central Bank of Shijiazhuang Sub-branch of the People’s Bank of China, issued a detailed implementation plan for provincial treasury cash management. Since the beginning of June, three phases of operation have been successfully completed with a working capital of 80 billion yuan.
