传统修建的防洪工程多是单一的,缺少综合开发与利用,根据生态防洪工程具有的多种功能和效益,它不仅具有抵御洪水、调节径流、蓄洪防旱、控制污染、生物多样性保护等方面功能,还可以使黄河两岸的生态环境进入良性循环。从全流域、大系统的角度出发,全面分析上、中、下游的自然、社会、经济条件与黄河湿地的地位,在黄河下游统筹规划,分步实施,整治环境,合理开发。将黄河下游的社会、经济发展建立在可持续的环境基础上,加强“上拦下排、两岸分滞”的黄河防洪工程体系。
