阜宁县是江苏省14个财政补贴县之一。该县的三灶乡是全县有名的贫困乡。位于该乡的三灶水利站原是一个条件差,底子薄,职工工资发不全的单位。1984年以来,在经济体制改革大潮的推动下,该站由过去单纯的建设、管理型,逐步向建设、管理、经营、开发、服务一体化转变,因地制宜地办起10多个综合经营项目。1985年以来用综合经营利润支持水利建设共30多万元。预计今年可创产值70多万元,实现利税10多万元,经营固定资产总值达40
