“军事人才”是军事人才学的基本概念。目前，学术界几种流行的军事人才定义，其区别不是在概念的内涵上，而是在外延上，分歧的焦点是：军事人才是否都应有“军人”身份。从军事活动实践看，军事人才应是那些热爱军事，有较强的爱国心、正义感和责任感，掌握了较多的军事知识，具有较高的军事才能，并以自己创造性的劳动，为进步的军事活动作出较大贡献的人。可见，军事人才≠军队中的人才，军事人才≠军队干部。
