“军事人才”是军事人才学的基本概念。目前,学术界几种流行的军事人才定义,其区别不是在概念的内涵上,而是在外延上,分歧的焦点是:军事人才是否都应有“军人”身份。从军事活动实践看,军事人才应是那些热爱军事,有较强的爱国心、正义感和责任感,掌握了较多的军事知识,具有较高的军事才能,并以自己创造性的劳动,为进步的军事活动作出较大贡献的人。可见,军事人才≠军队中的人才,军事人才≠军队干部。
