With the rapid development of air transport, the construction of a large international air port at sea is especially urgent for Japan, which has a small territory and a large part of its land along the coast have been utilized. In July 1990, about 100 enterprises established a marine hull propulsion unit to conduct a survey for the development of a plan for offshore floating facilities. The agency is supported by the Maritime Safety Administration of the Province of Transport and the Harbor Security Agency. In December 1993, the Japan Transport Technology Review Council selected a large floating offshore facility as a key research topic.
