上海市闵行区区委、区政府从加强党的执政能力建设和推进政府职能转变、落实科学发展观的战略高度,用改革创新的精神,扎实有效的措施,积极支持和推进社会团体改革和发展,着力解决政社不分、主体不清、职责不明、行政依附性强等问题,取得了阶段性成果。53家社会团体办事机构与党政机关部门合署办公的,全部实现了机构分设;75家社会团体财务与党政机关财务合账的,全部实现了财务分开;在50家社会团体中任职的26名正处级和67名副处级党政机关领导干部,全部退出了在社会团体中兼任的领导职务。从而基本实现了社会团体与党政机关人员、场所、财务“三分离”的目标。
