深化中小学教师职称制度改革,对于优化配置资源、加强基础教育师资保障,具有重要意义。由人力资源和社会保障部、教育部联合印发的《关于深化中小学教师职称制度改革的指导意见》(以下简称《意见》),表明中小学教师职称制度改革在全国范围全面推开,并向“农村和边远地区教师倾斜”。《意见》强调要“坚持育人为本、德育为先原则,注重师德素养、注重教育教学工作业绩、注重教育教学方法、注重教育教学一线实践经历,切实改变以往过分强调论文、学历的倾向,引导教师立德树人、爱岗敬业、积极进取,不断提高实施素质教育的能力和水平。”农村中小学在落实教师职称制度改革的同时,要努力探索教师发展的方法和途径,扎实有效地推进校本研修工作,全力打造一支师德高尚、团结协作、业务过硬的教师群体,建立适应新课程改革要求的教师队伍。
