时事背景 中国共产党第十六届中央委员会第四次全体会议于2004年9月16日至19日在北京举行,全会审议通过了《中共中央关于加强党的执政能力建设的决定》。全会一致认为,加强党的执政能力建设是时代的要求,人民的要求。
Current Situation The Fourth Plenary Session of the Sixteenth Central Committee of the Communist Party of China was held in Beijing from September 16 to September 19, 2004. The plenary session reviewed and adopted the Decision of the Central Committee of the Communist Party of China on Strengthening the Building of the Party's Ability to Govern. The plenum agreed that strengthening the building of the party's ability to govern is a requirement of the times and a demand of the people.
