今年9月以来,由于接连发生了山西省尾矿库溃坝事故和河北三鹿婴幼儿奶粉等严重危害公共安全的恶性事件,包括山西省省长、国家质检总局局长、石家庄市市长等数十位政府高官引咎辞职,一场自上而下的“官员问责”风暴再次席卷中国。中国的官员问责制始于2003年“非典”期间,自此之后,一些震动社会的重大事故或重大公共危机事件均有国家部委与地方高官被问责辞职或被查处,这充分显示出中央取信于民的决心和责任政府的姿态。实行官员问责制度,是中国推行依法行政、建立责任政府的需要,不问责,就难以真正整肃吏治,也难以落实执政为民、权为民用的理念。而已开始进入制度化操作层面的官员问责制度将对那些坐而论道、疏于管理的“太平官”起到重要的警示作用,冲击他们的太平“官念”。目前,社会各界如何看待官员问责制它有无继续改进之处对此,本刊记者专访了几位官员、专家,现将他们的看法一一陈列,供读者思考。

At present, all sectors of the community how to treat the accountability of officials whether it continues to improve on this, the reporter interviewed several officials, experts, now their views one by one for readers to think.
