国家“十二五”规划将“健全统一规范灵活的人力资源市场,完善城乡公共就业服务体系”作为实施就业优先战略和加强公共就业服务的重要举措之一。十二五促进就业规划进一步提出:“加强对劳务派遣用工的规范管理”;“以产业引导、政策扶持和环境营造为重点,规范发展人事代理、人才推荐、人员培训、劳务派遣等人力资源服务。”探讨新形势下对劳务派遣的规范管理,对构建和谐劳动关系、促进充分就业有着特别的意义。
The national “Twelfth Five-Year Plan” will “improve and standardize the flexible human resource market, perfect the urban and rural public employment service system” as one of the important measures to implement the employment priority strategy and strengthen the public employment service. In the 12th Five-Year Plan for Promoting Employment, we further put forward: “Strengthening the Standardized Management of Labor Dispatch and Employment”; “Focusing on Industry Guidance, Policy Support and Environmental Construction, and Regulating the Development of Personnel Agency, Personnel Recommendation, Personnel Training and Labor Dispatching Human Resources Service. ”" To explore the standardized management of labor dispatch in the new situation has particular significance in building a harmonious labor relations and promoting full employment.
