长期以来,湖南西北的四县(龙山、永顺、桑植、大庸)的石油成品油(下称油品)是由吉首乾州油库和常德岩码头油库供应,全靠汽车油罐车长途拉运。由于这种供应关系,运费开支大,油品途中的蒸发损耗多,同时也降低了油品的质量。为此,湖南省石油公司决定在枝柳铁路干线经过的大庸市建设一座二级石油库。该库建成后,既可满足上述四县对油品的需求,又可担负湖北省来凤、咸丰、施恩、鹤丰田县的油料中转任务。
For a long time, petroleum products (hereinafter referred to as “oil products”) in the four counties of northwestern Hunan (Yongsan, Yongshun, Sangzhi and Dayong) were supplied by the oil depots of Jishou Ganzhou and Changde Rocky Wharf, Pull transport. Because of this supply, freight costs are high, evaporation losses are high on the way to the oil, and the quality of the oil is also reduced. To this end, Hunan Provincial Petroleum Company decided to build a secondary oil depot in Dayong City, where the main branch of Liuliu Railway passes. After the completion of the reservoir, it can meet the oil demand of the four counties as well as the oil relay tasks of Laifeng, Xianfeng, Sien and Hefengtian of Hubei Province.
