科技企业孵化器是创新驱动发展的重要创新型载体。文章分析了科技孵化器促进创新驱动的理论机制,并基于2009—2012年国家级孵化器的动态面板数据考察了孵化器的创新驱动效应。结果发现:我国科技企业孵化器的创新驱动效应还有很大提升空间,它与创业导师、组织结构、区域等因素有关;无效率孵化器亟需减少场地、人才等资源投入,提高科技成果与创新人才等产出。进一步的动态分析发现,我国科技孵化器存在动态改进,公司型孵化器比创业服务中心,能更好地提高孵化器技术进步与全要素生产率。根据研究结果,论文提出了相关政策建议。
Technology business incubators are an important innovative carrier of innovation-driven development. The article analyzes the theoretical mechanism of technological incubators for promoting innovation and examines the innovation-driven effect of incubators based on the dynamic panel data of national incubators from 2009 to 2012. The results show that there is still much room for improvement in the innovation-driven effect of China's technology business incubators, which is related to entrepreneurship mentors, organizational structure and regions; inefficient incubators urgently need to reduce investment in resources such as venues and talents, and increase the number of scientific and technological achievements and innovative talents Other output. Further dynamic analysis shows that there is a dynamic improvement of China's technology incubators, and the company-based incubators can better enhance the technological progress and total factor productivity of incubators than the incubators. According to the research results, the paper put forward the relevant policy recommendations.
