在中国社会科学院经济研究所等四个单位共同举办的“中国经济发展与西部大开发”理论研讨会上,学者们围绕会议主题进行了讨论。一、西部开发与生态环境保护。杨启地认为:必须树立生态资源有限观,消除先破坏后治理的错误做法;树立正确的资源优势观,克服盲目开发自然资源的倾向;树立适度开发观,避免过度开发造成的不良后果。朱淑芳认为:要使西部经济可持续发展,就要实现两个飞跃,即经济基础由自给自足的自然经济向现代市场经济转变,指导思想从小农经济观念向可持续发展观念转变。
At the symposium on the theory of “China’s economic development and the western development” co-sponsored by the four institutes, such as the Economic Research Institute of the Chinese Academy of Social Sciences, scholars discussed the theme of the conference. First, the western development and ecological environment protection. Yang Qidi held that: we must establish a limited view of ecological resources and eliminate the erroneous practice of pre-destroying and controlling. We should establish a correct view of the advantages in resources and overcome the tendency of blindly developing natural resources. We should establish a moderate development concept and avoid adverse consequences caused by over-exploitation. Zhu Shu-fang believes that for the sustainable development of the western economy, two leaps must be realized: the economic foundation should be transformed from a self-sufficient natural economy to a modern market economy; and the guiding ideology should be transformed from a small-peasant economic concept to a sustainable development concept.
