在对紧凑城市理论进行总结的基础上,将其应用于土地利用总体规划之中,提出了“以高密度开发为准则、重视城镇建设用地内涵挖潜,以分散化的集中为引导、优化城乡建设用地布局,以混合用地模式为指导、优化各类用地的空间组合,以和谐舒适为目标、合理安排基础设施用地”的规划思想。力求解决当今城市规模不断扩大、城市空间无序蔓延等所造成的耕地资源锐减、土地利用效率低下、城市交通进一步恶化等问题,遏制城市的盲目扩张,发挥城市空间的集聚效应,节约城市开发成本,促进城市的可持续发展。
