一口气读完《几类文件价值区分问题的研究》这篇文章以后,禁不住也想就如何区分文件保管价值的问题,发表一些粗浅的意见。文件是在工作中为反映和处理各种问题而产生出来的。今天是文件,到了明天就可能转化为档案了。拿我们机关的档案来说,其作者是数以百计,其内容是千差万别,其名称是多种多样。作者、内容、名称,这些都是文件的基本组成部分,或者说基本特征。我党得,在区分任何一份文件的价值时,都必须同时注意到这三个基本特征,才能作出比较正确的判断。如果只注意到其中的一个或两个基本特征。例如说什么凡是上级机关的文件都要永久保存,那就是不全面的,因而也是不科学的。
