本刊这一期刊登了长篇调查报告《首钢之谜》,介绍了我国最早实行承包经营责任制的企业——首都钢铁总公司改革的成就及其基本经验。首钢作为全国第一批改革试点单位,13年来,尤其是1981年实行上交利润递增包干承包制以来,走出了一条国有大型企业改革、开放、发展的成功之路,从一个技术装备并不先进的中等规模的企业,迅速发展成为技术先进、管理科学、效益好、贡献大的社会主义特大型企业。眼下,这个企业正朝气蓬勃、信心百倍地向着进入世界500家大企业的目标而奋斗着。首钢的实践证明,实行承包经营责任制,扩大企业自主权,走“放水养鱼”的路子,是搞活国有大中型企业的重要途径。首钢的经验还证明,社会主义全民所有制企业只要勇于改革、敢于探索,完全能够建立起充满生机和活力的新的企业经营体制的。
In this issue of the magazine, a long-term investigation report, “The Mystery of Shougang,” was published, introducing the achievements and basic experience of the reform of the Capital Iron & Steel Corporation, the first company in China to implement the contract responsibility system. As the country’s first batch of reform pilot units, Shougang has turned a successful state-owned large-scale enterprise reform, opening up, and development since 13 years, especially since 1981, when it turned over the contracting system of increasing profits and contracting profits. It has not advanced from a technological equipment. The medium-sized enterprises have rapidly developed into super-sized socialist enterprises with advanced technology, scientific management, good efficiency, and large contribution. Right now, this company is vigorously and confidently struggling towards the goal of entering the world’s 500 largest companies. The practice of Shougang has proved that implementing a contract responsibility system, expanding the autonomy of enterprises, and taking the path of “fishing for fish” is an important way to invigorate state-owned large and medium-sized enterprises. The experience of Shougang also proves that as long as the socialist people-owned enterprises have the courage to reform and dare to explore, they can fully establish a new enterprise management system full of vigor and vitality.
