全军“实施人才战略工程,加速人才培养”座谈会强调,要用江泽民同志关于人才队伍建设思想统一认识,牢固树立人才为本的思想;要大力实施人才战略工程,加速我军人才队伍建设;要加强组织领导,努力在全军形成大抓人才队伍建设的生动局面。加强人才队伍建设,是全面贯彻“三个代表”重要思想的必然要求,是推进中国特色军事变革的重要保证,是解决我军建设主要矛盾的迫切需要。当前推进人才队伍建设,就是要抓好人才战略工程的实施。人才队伍建设的各项工作,都要用人才战略工程来统揽,按照人才战略工程的要求来展开。
The forum of the “Implementation of Talents Strategy Project and Accelerating Talents Training” by the whole army stressed the need to use Comrade Jiang Zemin’s unified understanding of the thinking on the building of a contingent of talents and firmly establish a talent-based thinking. We should vigorously implement the strategic project of personnel and accelerate the building of a contingent of qualified personnel of our military. We must strengthen organizational leadership and make every effort to form a vivid picture of the construction of a contingent of qualified personnel throughout the armed forces. To strengthen the building of a contingent of qualified personnel is an inevitable requirement for the comprehensive implementation of the important thinking of the ’Three Represents.’ It is also an important guarantee for promoting military reform with Chinese characteristics and an urgent need for resolving the major contradictions in our army’s construction. At present, pushing forward the construction of a contingent of qualified personnel means that we must give full play to the implementation of the strategic project of talent. Talent team construction work, we must use human resources and strategic projects to control, in accordance with the requirements of human resources and strategic projects to start.
