建立健全合理有序的收入分配制度,是构建社会主义和谐社会的一个关键环节。收入初次分配制度建设主要包括：保障劳动者充分就业的劳动就业制度、保障按劳分配收入的主体地位和工资正常增长的制度、生产要素所有者凭借其要素产权取得合理收入制度的建设。此外,还要加强保证初次分配有序运行的法律制度建设。
