使用全国286个地级市2003~2011年面板数据,实证研究城市建设用地市场化改革对城市土地利用效率的影响。研究结果表明城市建设用地市场化改革对城市土地利用效率存在抑制作用;进一步分析认为,地方政府协议出让工业用地、“招拍挂”出让商业和住宅用地的土地差异化出让行为导致了这一问题。考虑到地方政府的土地差异化出让行为之后,土地市场化改革从2008年之后开始促进土地利用效率的提高。还讨论了我国土地市场的畸形市场化以及地方政府利用“招拍挂”制度“土地生财”问题,最后给出我国土地市场化发展的政策建议。
Using the panel data of 286 prefecture-level cities from 2003 to 2011 in our country, this paper empirically studies the impact of marketization of urban construction land on urban land use efficiency. The results show that the market-oriented reform of urban construction land has an inhibitory effect on the urban land use efficiency; further analysis shows that the transfer of industrial land by local governments and the transfer of commercial land by land use A question. Taking into account the local government land transfer after the differentiation of the land, market-oriented reforms from 2008 onwards to promote the improvement of land use efficiency. It also discusses the demarcation marketization of land market in our country and the problems of local government using “bidding and auctioning ” system “land making ”, and finally gives the policy advice on the marketization of land in our country.
