湖北宣城县孔湾镇从1987年3月开展五抓:抓领导、抓教师、抓学员、抓制度、抓结合,坚持三年八个月,到1990年11月份全镇的非文盲率达99.3%,被省、市、县验收为无盲镇。镇政府被评为襄樊市扫盲先进单位。一、抓领导。一是抓领导班子。镇里成立扫盲指挥站、由一名党委副书记、一名副镇长担任正副站长、教管会主任担任扫盲站办公室主任,聘任镇党校、团委、妇联、农技科协等部门的领导为成员,并配备一名专职扫盲教师。村里成立扫盲领导小组,由村主任担任组长、村校校长为副组长,村妇女主任、团支书、学校骨干教师、村民小组组长及妇女组长为成员。使全镇扫
