当前乡(镇)国库迫切需要解决三个问题:(1)乡(镇)国库工作行政领导与业务领导相脱节。根据《乡(镇)国库管理办法(暂行)》规定,乡(镇)国库均设在当地的商业银行营业所或信用社,行政上受县农行和信用联社领导,业务上接受县人民银行、财政局指导,国库主任、会计及业务员都是兼职。由于未享受到国家金库的编制、待遇及其他福利,所有营业所和信用社都认为国库工作是“份外事”,应付了事。(2)乡级财
At present, the treasury of township (town) urgently needs to solve three problems: (1) The administrative leadership and the business leadership of the treasury (township) treasury are out of step. According to the Provisional Regulations on Treasury Management of Townships (Towns), the treasuries of the townships (towns) are all set up at local commercial bank offices or credit cooperatives and are led by the county agricultural banks and credit unions administratively.
