中国科学技术协会学会工作部于1989年5月9—13日在北京召开了“全国近期重大自然灾害预测及防御措施研讨会”。经中国地球物理学会、中国地震学会、中国水利学会、中国气象学会、中国海洋学会和中国天文学会推荐及会议特邀,到会专家、学者及有关领导共46人。28人在会上作了学术报告,就我国在1989—2000年内可能出现的大水、大旱、强震、热带风暴和海冰等灾害作了初步预测,并阐述了所用的科学方法和理论依据,在进行可行性研究的基础上,还提出了防御措施和对今后开展综合灾害预测及对策研究工作的具体建议。这次会议是1989年4月21日成立中国“国际减灾10年”委员会后的第一个综合性灾害学
