劳动和社会保障部部长张左己日前签署部令,发布了《工资集体协商试行办法》。今后,凡在我国境内的企业依法开展工资集体协商,签订工资协议,都适用这个办法。工资集体协商是指职工代表与企业代表依法就企业内部工资分配制度、形式、收入水平进行平等协商,并在协商一致的基础上签订工资协议。办法明确,订立集体合同的,工资协议作为集体合同的附件,与集体合同具有同等效力。工资协议对企业和职工具有同等约束力,任何一方不得擅自变更或解除工资协议。办法规定,工资集体协商一般包括工资协议的期限,工资分配制度、标准和分配形式,职工年度平均工资水平及其调整幅度,奖金、津贴、补贴等分配办法,工资支付办法,变更、解除工资协议的程序,工资协议的终止条件,以及工资协议的违约责任等。协商确定职工年度工资水平应符合国家有关工资分配的宏观调控政
