中美两国虽然是国土面积相当的大国,但人均自然资源特别是水资源占有量相差很大。然而,“不差水”的美国却是世界上第一个出台有关防治水污染法律的国家。应美国伍德罗·威尔逊国际学者中心之邀,我和其他几位环保界人士于去年夏天赴美访问,考察了华盛顿、芝加哥等市,并与美国环保署水资源办公室、世界野生动物基金会、布鲁金斯学会等机构的官员和专家进行了交流。
Although China and the United States are large countries with fairly large land areas, the per capita share of natural resources, especially water resources, varies greatly. However, the United States, which is “not bad”, is the first country in the world to issue a law on the prevention and control of water pollution. At the invitation of the Woodrow Wilson International Scholars Center, I and several other environmentalists visited the United States last summer and visited cities such as Washington, Chicago and other cities. They also collaborated with the EPA’s Office of Water Resources, the World Wildlife Fund, Officials such as the Brookings Institution and other agencies exchanged ideas with experts.
